NPCs generated with Sticky Fingers aspiration reward trait (Enhanced Klepto)

I am under the impression that "enhanced" kleptomaniac is a special trait for player sims, so I am confused why I am running into random, non-played NPC sims with this trait. Kleptomaniac is not a skill I ever play with except for once when I played with the Pleasant sisters a few years ago and I think Lilith might have gained a single point before I grew bored of the mechanic. To be clear, I do not play with the kleptomaniac trait and have never played a sim who completed the Sticky Fingers aspiration, yet I have run into three game-generated sims with enhanced kleptomania in the same 45-minute play session.

while I was having my sim meet other sims i discovered that a sim named Ralph somehow had the Enhanced Kleptomania Reward Trait? I never took part in the event to get the aspiration so i've never played with it. but for some reason a Townie has it?

Continued playing and now the Envoy event sim Also had it generated???

I have seen this happen as well. Enhanced Kleptomania is an Aspiration Reward and should not be added to random Sims.

I have noticed this for a while and it seems like those who previously had the kleptomaniac trait have the enhanced kleptomaniac trait instead (I'm referencing premades who I knew had the kleptomaniac trait). I've noticed this in both modded and mod free saves.
Even Amy Prescott, who is a child and therefore can't even do the Sticky Fingers aspiration which is where you are supposed to get that reward trait from, had/has the enhanced kleptomaniac trait.
