Exchange Vows Grayed Out on wedding arch/No partner around (Patch 1.123.66)

During a wedding event Sims are unable to marry as the option is greyed out - saying Sim is not close by. Even though Sims are stood next to each other. Tried to marry without event and put arch on...

It looks more complicated than it is.

It's basically rename your user folder and let the game create a new one, Test if it still occurs. If it doesn't, put your stuff back and test after each folder you put back.

I have managed to do t his and it still does not work.
My gameplay has now paused as I am unable to complete challenges I am currently working through ☹️
