Exchange Vows Grayed Out on wedding arch/No partner around

During a wedding event Sims are unable to marry as the option is greyed out - saying Sim is not close by. Even though Sims are stood next to each other. Tried to marry without event and put arch on Lot, but still has the same message. Tried reseting objects and Sims, but still does not work - they are unable to marry. I have tried to click directly on the Sim also and not the Arch, but this also does not work. The Sims exchange vows but then it does not confirm marriage or allow me to Break it off. I have not tried to Elope as I am currently storytelling, so need the Sim to Jilt at the Ailse.

Could you please provide the following information

Are you using mods/cc in your game ? Please remove them and test without them if you do. Please pick a thread tag for that.

What's your current game version ? You can find it in the main menu on in the lower right corner.

Thank you for the amendment.
The current version playing is 1.123.66.1230
I am playing with Mods and CC. It was working before the Marketplace update.
I have disabled these and tested - the option still does not work.

It looks more complicated than it is.

It's basically rename your user folder and let the game create a new one, Test if it still occurs. If it doesn't, put your stuff back and test after each folder you put back.
