If you think there is a bug, please create one thread per issue. Your report sounds more like feedback so it's better to post in the feedback forum: The Sims 4 Feedback | EA Forums or use general discussion to discuss the feature with others: The Sims 4 General Discussion | EA Forums
There are some known issues with rebirth and I also don't think you should be able to rebirth a temp ghost so if you were able to do that, you should report it separately.
