'Festering Grudge' doesn't go away

I am experiencing the same issue. Here are the details:
Sim A (traits: Evil, Mean, Goofball, Party Animal, Dance Machine, Cheerful)
Sim B (traits: Genius, Bookworm, Unflirty, Self-Assured, Socially Awkward, Cheerful)
They are siblings.
Because of Sim A’s Mean trait, they often act mean toward Sim B. This causes Sim B to gain negative memories (such as Festering Grudge or Rage).
I then try to reconcile them by having Sim A apologize multiple times. I also let them cook together, exchange gifts, and have pleasant conversations so that Sim B develops positive memories of Sim A. After repeating these actions, the negative memories disappear completely from Sim B’s memory panel, and they gain several positive memories instead.
However, the “Apologize” option never disappears from Sim A’s friendly interaction menu with Sim B. In addition, Sim B frequently acts mean toward Sim A (mostly “Insult”), even more often than Sim A, who actually has the Mean and Evil traits. At times, it almost feels like Sim B is the meaner Sim.
For reference, before this issue started, Sim B never acted mean toward Sim A or toward other Sims.
To improve their relationship, I had Sim A apologize 10, 20, even 30 times, carefully avoiding failed conversations. But the situation never changes.
I usually play with mods, but this issue is easily reproducible without them. Repairing the game or replacing the entire Sims 4 folder in Documents (to clear caches, etc.) does not fix it either.
This might be intended Sim behavior, but if so, I would really appreciate a way to deal with it. It would be great if there were a way—through cheats or something like the Celebrity Cleanse serum—to clear negative memories and allow Sims to reconcile.
Bad relationships can be fun, but sometimes I just want to see Sims make up. Please consider fixing this.

- I play The Sims 4 in Japanese on PC.
- I usually use mods, but this issue also occurs on new saves with mods disabled.
- My PC meets all recommended system requirements.
- I own many DLC packs.
