I finished the first two Forever Friends events, the game said I completed them. I didn't get the last reward.

Maybe it's because of the optional Businesses & Hobbies quest.

Once everything is finished you should get all the special awards but you might miss out on some extra ones. You can just get these through the game though. There's no need to buy any packs. You'll get all the important ones
This is what mine says, suggesting that the the potion is something you only get this week if you have packs (not really sure if that's what it means though).
I wouldn't worry about it at this point.I am having a similar issue on console. I am 20 XP away from the pajamas and I finished all of the regular tasks. I didn’t do any bonus ones because I didn’t realize I would miss out and I was trying to get the event done as fast as possible, and now I’m stuck. I can’t go back and get pajamas.
