[ECO] Fined for a NAP act that is not active (repealed with Cheats)

My Sims neighborhood had a Power Conservative N.A.P Act that I instantly repealed with cheats. I added four new N.A.P acts: Foodie's unite, Juiced Community, Clean Efficiency, and the Handiness one.

However, My Sims are being fined every other day for the Power Conservative act violation.

Does anyone know how to fix this?

Could you please provide the following information

Are you using mods/cc in your game ? Please remove them and test without them if you do

Have you tried, re-adding it and and repealing it with voting instead ?

No Mods or CC. I don't know enough neighbors to have them repeal it. I tried something else and I am seeing if that if fixing the problem.
