I know there were issues with former ResidentialRental lots but I think this is unique (?).
Newly built Residential house on lot that was previously ResidentialRental has the ResidentialRental options, ie. "Give Notice in Writing" at the mailbox and today, for the first time, the landlord showed up. (Sim has occupied lot for several days.)
I tested with and without mods. Without mods, I bulldozed the lot and evicted the Sim. I moved the Sim to the empty lot the "Give Notice" was not available. Attempting to return to the neighborhood view, the game crashed. Repaired game, installed lot (same building) from my library and the ResidentialRentals and the landlord returned.
