[FR] Mail box retains R-Rental options after changing/High water utility expense

Having been recently admonished to use the search function before posting, (experienced user who always searches, but, hey, sometimes we fail)... I searched as many iterations of this issue's title as I could.

Previously designated Residential Rental, lot vacated, bulldozed, all lot traits changed. Newly built Residential lot mailbox retains the Residential Rental options (previously reported and marked "Solved"). Additionally, the water utility expenses are inordinately high as the lot has the geothermal trait and there are several dew collectors. There are no Residential Rental appliances like the water heater or fuse box.

This game is unmodded. The caches have been cleared and the game repaired. I tried changing the lot type and returning it to Residential; however the issue persists.
