Issue Description:
Water heaters and fuse boxes placed on Residential Rental lots never require maintenance. Despite being placed in units and functioning as intended for the rental property systems, these objects never trigger the maintenance events that would require a landlord to repair them. This occurs when playing as both a landlord (owner of the rental property) and as a tenant (renter living in a unit).
Expected Behavior:
According to the For Rent pack mechanics, water heaters and fuse boxes should occasionally break down and require maintenance . Landlords should receive notifications about these maintenance issues and must either repair them personally or hire a contractor to avoid negative tenant feedback and a drop in their Residential Rating . Tenants should experience these failures as emergency events requiring landlord intervention.
Steps to Reproduce:
- Create a Residential Rental lot and place both a water heater and a fuse box inside one of the rental units (as suggested in the game's Lessons guide) .
- Play as the landlord owner of the property for several in-game weeks.
- Monitor both objects for any maintenance needs or failure events.
- Repeat the process playing as a tenant living in a unit with these objects.
- Observe whether any maintenance events ever trigger.
Actual Result:
- Water heaters and fuse boxes never malfunction or require maintenance.
- No notifications about these objects needing repair appear for either landlords or tenants.
- The Residential Rating is unaffected by the condition of these objects.
- The objects function passively without ever entering a broken state.

- The game's Lessons guide explicitly states that water heaters and fuse boxes can be placed inside rental units .
