Frozen Sim Not Found

The sim in the picture as you can see is not highlighted, frozen and cannot be selected. I’m currently on a getaway at a custom venue that i built in strangerville. That sim is not a guest or in my household but an alien vistor (this is a military base with a science lab) I tried to reset her without usuing cheats but the it says sim not found. This issue has happened twice now. the first time it happened was at my small business venue in oasis springs but with a different sim (a spell caster) . It seems the cheat free solution is to leave the lot and return. I’m playing on xbox so no mods, also cheats are disabled.
