Did you check in the pack selection if all the packs are activated ?
Marketplace > My Collection > Pack Selection
Yes, it's all there. There's nothing missing from my Sim either.
I am also having this issue and have checked this and everything is activated as it should be. I'm positive with this many people having the same issue that it is not user error but a game error. all the current issues i am having started after the most recent update....their fix for the fix.
