Just prior to the March 17 update, I decided to create a new game save with plans to transfer all my builds and sims into this new game. It's time consuming because I have sims and lots in every neighborhood that I want to import into this new save, but it's worth it.
SO it was going great until the March 18 "fix"! Now I cannot download my built from scratch lots, using only my owned EA content (I don't use any CC or Mods...) from my library into completely clean lots in my brand new save file.
I have done lots of troubleshooting, even asking AI for help and nothing works. I have uninstalled and reinstalled the entire game. I have cleared the cache. I have checked the marketplace to make sure that none of my packs are deactivated. It still doesn't work at all.
I even started a brand new save to try it again. And it still doesn't work.
AI suggested that there was a syncing problem on Macs and that I should try to resave my lots into the library again (post March 18 "fix"), then try downloading those saved lots into a brand new game save. I tried it, and I still get the exact same error messages:
Even though it recognizes that I OWN everything in the lot, when I try to download it, I get a "Content Not Installed" message, then when I click download anyway, it seems like it's going to download, but then a little red "System Error" message flashes and nothing downloads despite multiple tries.
And here's the thing I just discovered -- this is only a problem on residential lots where a family is currently occupying the home when I saved it to the gallery. I was able to place another residential lot I built from scratch (despite the "Content Not Installed" message), and everything seems to be where it should be despite that "Content Not Installed" message.
What can we do to fix this? Because it's really not practical to boot every single family out in order to save lots, especially for the residential rentals where there are multiple families!
Has anyone else encountered this and come up with a solution?
FYI, the fact that it seems to coincide with stricter pack ownership checks connected to the new marketplace has completely turned me off from ever using the marketplace. This is just an AWFUL glitch and I'm guessing trying to use any content purchased from the marketplace will just make it worse...

Thanks! I actually came to delete my post because after ENDLESS troubleshooting I finally figured out my issue was the dreaded blacked out photos. I don't normally use photos at all so I didn't think to look for it.
After I fixed the issue on ONE lot the other one still wasn't working so I didn't think the photo issue could be the problem. Then I just happened to spot a random black photo all the way at the bottom of the wall, mostly hidden under a doorframe. Once I deleted that, the lot uploaded and downloaded just fine! 🤦♀️ (So no more "System Error" messages.)
FYI -- I am still getting the "Content not Installed" message every time I download an original build from my library, despite the game recognizing that I do own everything in the lot (or sim, it's happening with sims too...).
And it's happening despite the fact that I just this week uninstalled and re-installed the full game, and confirmed that every pack I own is in fact activated. And the lots & sims it's happening to were all built by my from scratch without CC or mods.
Oddly enough, the remodels of original Maxis-made lots are uploading and downloading into my library just fine, despite the fact that I am adding loads of new items to them from all of my owned packs. Why it only happens to original build & sims is beyond me.
