I'm having the same error message... From an older sim in my library that I edited (Added royality & legacy outfits, hair) saved to a new slot in my library. Exited the game and came back (2ish hours later), loaded that sim to create a new game and I got the error message. I've tried repairing my game files.

The issue is happening with all of my previously created sims. Despite creating them with content I own and not using CC in Create a Sim.
