Same. Happens since a few month pretty often. Today as example, I wanted to put a lot (no CC just debug) from Newscrest to Willow Creek, put it in my library and when I wanted to place it got the message that I am not owning all content.

Mods installed only Tool, Build Buy and UI Cheats.
