I am currently playing using Mac. However, for two worlds that I have tried already, both won't let my sim get a promotion in the drama club despite fulfilling all the necessary conditions, tasks and is at excellent performance. One of my sims is a teen and isn't able to get a promotion at all. The second is a child and got the first promotion but now is not being promoted.
Could you please provide the following information
- Are you using mods/cc in your game ? Please remove them and test without them if you do.
I am having this problem too. It has been going on a long time, I just hadn't reported it. Haven't played since last September so when I decided to play I deleted the UI Cheats Extension mod, backed up sims 4 folder and then allowed the game to update and did not reinstall the mod. My sims child is stuck at Drama Club level 2 no matter what I do. She has plenty of friends, charisma and most other skills are at max. Though I just realized she does not have the acting skill. Never thought about that. Not sure if she can even get it. I will look. Aside from that, she does the daily drama club task and has gotten the extra kudos for the bonus scenarios that pop up while at drama club. I really do not want to have to cheat to get her through this so I will try for a while longer. She has completed all of the aspirations for her age except the one for doing a slumber party. I've switched and played other households and went back but that doesn't help. As I said, it's been this way for children in other households too and I just gave up and had them do scouting and moved on. I even forget to cheat for them to get it so this is quite frustrating. On this particular child I really need it to work because I'm trying to make her a five star celebrity before she ages up to teen and supposedly drama club was a good way to accomplish that. It might be too late for me to get help because as soon as she finishes her last aspiration and gets her celebrity levels I will be aging her up. Then again, this might take a while because I think there is something going on that is causing her to suddenly not be progressing towards celebrity levels. But, that is a while other post I know.

While poking around, I went in to freeze the child's fame and then was going to unfreeze it after a time, when I noticed that the ability to increase celebrity level was greyed out and when I highlighted it, it said that her fame was as high as it could go for a child. There really should be something to indicate that in the game menu rather than me thinking stuff is broken. Anyway, I now wonder if the same might be true for the drama club promotions beyond level 2. So I am not going to cheat it and will age her up after getting this last aspiration completed and I will come back to report whether she is then able to get the drama club promotion.
I also had this issue, no mods, possibly some CC. waited to join drama club until teen since I thought I recalled being able to move right from club to career at graduation (apparently I was mistaken, graduated early and still had drama club). teen did all tasks and had full promotion bar for each level, but didn't get promoted by game until final level. I even thought perhaps had to wait until the Friday Night performance, still no joy. I may have done some computer restarts, game file updates, etc but still had to cheat code to progress from level 1-3. the final promotion actually managed to work correctly.
Also, had parent skip work to be able to attend the teen's recital. They left the home lot during drama club, no announcement of performance, then after drama club, the teen went back out to attend the show by herself. That was probably user error, but needs to be more clear how to have parents attend end of week performances (other clubs don't really have anything like it).
