I've seen a handful of threads on this from several years ago, but I recently downloaded GF and my teen sim has attended drama club for 6-7 days now, not getting promoted despite meeting all the requirements.
She joined drama club as a teenager, not a child like in some reported cases.

Not just teens, children in it also can't get promoted.
I'm a PS5 player.
A high school student who has been in the drama club since he was little is unable to get promoted, even though he meets the requirements.
An update on this: once this same sim aged up to adult, I had her join the Actor career and after a few levels it stopped promoting her – it would fill out the performance meter and just stay there, and the only workaround I've found is just to cheat a promotion. Mentioning this because it seems related to the drama club issue.
