When you try to place the Luminary's Exotic Water Garden, unless it's intersecting something or partially off the lot, it's just water. The rocks and plants are missing. The water seems to work correctly. If you hover over it in live mode, there's an outline of what's supposed to be there, and you can click on it as you would the pond. The water seems to work correctly in live mode.
This is happening with mods remove and the game repaired, in a brand new save. My graphics are on ultra, and no laptop mode. I'm using DX11--automatically, not opted in. I haven't used one in a while, but a friend says this isn't new.
