I renovated Planet Honeypop and have downstairs and upstairs sections. Upstairs has a VIP door on it with a fame level requirement of 3 (it was 5 and they could still enter). The door does work to keep the majority of non-famous and not famous enough sims out, however, there are quite a few non-famous sims that can just waltz in there anytime they want to. It seems to always be the same npc townies too. None of these people wander in to Studio PBP in Del Sol Valley as far as I have seen, and they should not have any kind of special permissions to do so in my VIP section of Planet Honeypop either. There is a karaoke machine on both levels but that does not change the fact that they are bypassing a VIP Door requirement even if they are the "npc karaoke crowd". Please look into fixing this so these sims cannot enter a celebrity only area.
I highlighted their names so you can see and I will gather a list of names of the others that bypass the restrictions as well.
