If you guys are not happy with titles or merging you will need to contact a CM to sort it out (as said many times before),
Puz and me are both volunteers and we're doing our best to sort out titles but sometimes it's unclear what the issue is to us. If not happy, the CM are your go to person as they can check with Maxis what they think is best.
OP can also edit them themselves.

I'm having this issue, but the title here doesn't match the description as others have noted. The problem is not with infant milestones, but rather that the game is failing to register toddler milestones properly due to an issue with the skill levels lining up upon aging up from infant to toddler. I had this issue recently with the movement skill - I had to use cheats to cycle through the skill levels to get the milestones to register (which was an ordeal in itself due to this bug: https://forums.ea.com/idea/the-sims-4-bug-reports-en/console-cheats-menu-getting-stuck/12309840)
I had a different name, when posted it, but puzzlezaddict change it, and now I can't do anything with it. Just hope that people will find it no matter what

@ crinrict, yes but the title does not correctly reflect the issue. It's not about infant milestones that can't be completed as a toddler. It's about the infant aging up with some movement skill that makes you unable to unlock toddler milestones.
Also I reported this before and it got merged with the post I mentioned. I don't understand why this particular post didn't get merged then.

All toddler movement milestones still can't be unlocked when the toddler ages up from infant with movement level 1 or 2.

In toddler skills, if you reach level 5, you still don't have all the milestones from that period. Even if you reach level 5, you won't unlock "learned to climb stairs"; you have to undo the skill and reach level 5 again. It's the same with thinking - reading. Please fix this.
