[GT] Party invites, but no party

After the 18.09 update, if my sims are invited to hang out to party at the Bluffs, they get there but there is no party.

Steps: How can we find the bug ourselves? Accept an invitation to a party at the Ancient Ruins, Von Haunt Estate, or The Bluffs.
What happens when the bug occurs? Usually, but not always, the DJ booth, bar, and partygoers fail to spawn. Sometimes there will be one, sometimes the other. If I initiate a party at these locations, they spawn, but sometimes the DJ will fail to appear.
What do you expect to see? That everything needed for a party spawns correctly.

Could you please provide the following information

- Are you using mods/cc in your game ? Please remove them and test without them if you do.

When my sim gets invited by Club members to party at the Ruins in Windenburg, no DJ, DJ booth or bartender shows up when we arrive. Only the club members and other non-members show up at the spawn point where they stand around or leave.
This is how it looks:
The activity as seen in the upper left corner is "partying with club friends". I suppose there should be a DJ and a bartender at the Ruins but only the attendees appear.
This is the inside of the Ruins:
On the other hand, if my sim gets invited to party at the Island Bluffs, only the inviter and my sim show up. No other attendees or the DJ and bertender, just the two of them.
Never used CC/mods. Win 11 PC. Happened to me on both old and new save.
