That isn't a bug. it is just something the creators never cared to include. Also, the rocket sort of makes sense, as it only can be built via the Rocket Science Skill.

Intended design is for the trait to apply to all items that can be repaired / upgraded, so yes this is the appropriate place to report it.

  Yeah, but it is less a software malfunction and more of a "Oh, we forgot about that feature needing to be applied." sort of thing? 🤔
