While EA is working in the bug (I hope they have it into account, but they seem to have a lot of issues at the moment), I managed to find a manually solution. With MCCC mod you can edit NPC in CAS and using the "Dresser" option, you can even copy their clothings and paste into other sims.
As I'm a really good fan of JTB ( yeah, one of the fews, don't hate me) and I can't live without the stormtroopers wearing helmets, I edit one stormtrooper in CAS and put helmet on it (I used the cas.unlockbytag cheat to do it) and then I copied that clothing with the Dresser option of MCCC to put it on other stormtroopers. Afterwards, I did it the same with sergeant stormtroopers, and then I did it with the officers with their clothing.
It's a little grunt task, very repetitive and manually, but at least now I can see them with proper helmets. Maybe it works for your issues as well
