Highlight Remain in Build Item Category Icon

What happen:

if not all packs are acive, highlight remain in a part of build item category icon.

How to reproduce:

1. create a new Sims 4 folder or delete ReticulatedSplinesView file from pre-existed Sims 4 folder
2. run the Sims 4 then any of packs are deactivated from Marketplace and then start game
3. go into Build/Buy mode
4. delete all of the new item highlight

You will find some of build item category icon has highlight. This issue arose after we started disabling packs from the Marketplace. Highlight is disappears correctly when all of owned packs activate. Furthermore, it seems that highlight is not always remain in the same place.

Checked on version 1.123.80.
