Houses/Lots Disappear

I placed a lot off the gallery for Judith Ward’s home in Del Sol Valley and I had a residential rental in that world that I had previously built. It had 6 units and I also never deleted the apartment units that come by default in Tomarang w/ for rent. I reloaded the map and the ward house had the default picture instead of the home that I placed. If I loaded into the lot, the real build was there instead of the default pic. It took about 10 mins to load into the lot despite it only ever taking up to a minute before even with my CC and mods. I knew about the save ruining bug, so I tried to load into another lot that I had placed off the gallery in spot of the bailey moon manor and it got stuck on a permanent loading screen. That’s when I realized that 6 out of the 11 lots in Del Sol Valley would no longer load. Judith Ward’s house never fixed itself on the map and I never got an error code either. So before it destroyed my entire save, i tried to download as many lots as I could to update an old version I had of the save and continue there. I took out ALL mods and CC, cleared the cache, and repaired the game to see if the save file would work again and nothing changed. 
It’s important to note that I had no mods related to residential rentals and that I only used the in game cheat. I can post the list of all the mods I used if that will for some reason help, but at this point it is definitely a problem with the game and not a mod.
