[HR] [ECO] Ranch Hand: Gardening toggle doesn't stay off/Still gardening (NAP)

I'm on PS4.

One problem I've had with ranch hands is that I toggle gardening off. Even though it's off they still either continue gardening or it's toggled back on the next day.

I wound up building a locked fence around the garden and having a lock in the greenhouse. I've had it set to "Lock for everyone but household." The ranch hand still comes in. I've also had it set to "Lock for everyone but" and wound up selecting my household Sims one by one. The ranch hand still gets in.

I'm also running into this issue. As you can see in the pic, gardening is clearly not marked for one of the chore assignments. I also have the bug reported here [HR] Ranch hand forgets chore assignments | EA Forums - 12338292 where the chore assignments have to be set every single day. The ranch hand arrives daily with everything enabled and I have to catch him to set my choice for chores.
Also note in the pic the ranch hand has the overhead display from the lot trait to increase gardening skill. Since he isn't a member of the household, I don't understand why that is. I'm not sure if that is a separate bug.
I play on PC so this isn't an issue only being experienced by console users. I have never used mods/cc.
Edited to Add that there isn't an active NAP.
