Hello! I've been having this issue where my infant, toddler and children sims get acne that will not go away... it's not mod nor cc related and I have acne switched off in the "Pack Settings" so I do...

Ok so the best solutions I found was to disable high school years, which disabled this bug I've encountered. Save my sims to the gallery, which then removed said bug and enabled high school years and then load my sims into a new save file. Don't know if it's a forever fix, but this IS a bug and is not my doing. If it was I would be ok with it and do what needs to be done. However, it is not my doing.
I just really hope EA finds the cause and fixes it.
Did you test a fresh save that never had mods/cc in ? With new Sims ?
I did find an older thread for this but that was mod related.
