I was having the same problem and noticed some of the comments talking about the tattoo update being the issue. That's definitely what caused this bug for me!
Had a household with a werewolf and a mermaid, both had tattoos. My game crashed every time I went to leave CAS until I removed the tattoos from the mermaid. (The werewolf & his tattoos did not affect my game at all, just the mermaid.)
So I guess until this is fixed no tattoos for mermaids :/
EDIT: I do not have any mods or CC installed.
