Most lower arm tattoos are mistakenly put in the upper arm tattoos category, for both right and left arm.
I would expect lower arm tattoos to be found in the lower arm categories.

I know we have way more pressing bugs to fix in this game but it's baffling to me that something as trivial as this tagging issue hasn't been fixed in the last 5 months.
