Issues with Tattoo categorization

I know we have way more pressing bugs to fix in this game but it's baffling to me that something as trivial as this tagging issue hasn't been fixed in the last 5 months. 

I have the flower tatt from discover university on my sim and I want it above a custom vitiligo I made for my sim, but since it’s in the wrong category I can’t change the order!!

Here is a lot of all the wrongly categorized tattoos I could find:

Upper Arm (Left) tattoos that actually visually occupy the Lower Arm (Left) position:
