Hopefully I don't get in trouble for necro-ing, but I was having the same issue and it seems to be caused by the game not awarding the relevant hidden trait when getting the High Spellcaster card.
Running the following in the console allowed this sim to use intuition.
traits.equip_trait trait_Hidden_Tarot_QuestEdit: Didn't bother to look into how to reproduce this, but my sim who had this issue was also a teen at the time she got her first card, so maybe that's related.

In the bug forum, the necro rule doesn't really apply. If something is an active issue, you're welcome to post in it (threads you're not allowed to post in are usually locked)
