Hopefully I don't get in trouble for necro-ing, but I was having the same issue and it seems to be caused by the game not awarding the relevant hidden trait when getting the High Spellcaster card.
Running the following in the console allowed this sim to use intuition.
traits.equip_trait trait_Hidden_Tarot_QuestEdit: Didn't bother to look into how to reproduce this, but my sim who had this issue was also a teen at the time she got her first card, so maybe that's related.
Confirming this worked for my Sim, who was having the same issue.
