The memorial portraits from the Life and Death Expansion Pack appear to be bugged as they no longer generate an image of a deceased sim, instead showing a blank white image.

Also had this issue with a graduation portrait on my no mods/cc save. I can’t remember now if the photo was blank in my inventory as well but I believe it might have been and remained so when I took it out of the inventory.
