[LD] [DU] Memorial Portraits/Graduation pictures show up blank

DISCLAIMER: This bug seems to be a variation of the blank picture frame bug but worse. I'm not referring to the personal pictures taken on your own of your sims with the pictures turning black. I'm talking about a different bug regarding only the funeral frames and celebrity autographs being blank as in white-blank and only those frames.

I understand this bug was supposedly fixed and that you need to be in a new save for the fix to work but I have tried every possible solution I could think of to get this to work after the bug fix for it came out and I can't get these photo frames to work at all :(

Funeral frame 'In Loving Memory: A Timeless Capture' is always blank when assigned to a sim even when uninstalling the game, repairing the game, and playing on a new save. The same goes for any autograph from a celebrity

I used mods a while ago but I did not not have any mods installed when I deleted every single sims 4 file, uninstalled the game. reinstalled the entire game, and made multiple new saves. This bug is not fixed in any new unmodded sims 4 save. Mods have not been added to the game once since uninstalling and reinstalling the sims 4. 

Side note: I also noticed that all Lovestruck romantic interactions seem to be removed from the game except for Lovestruck item specific interactions.
