It appears that changing to DirectX 9 in settings fixes the bug. Perhaps we should edit the main post to insert this information for the developers to see.
I have checked this thread for quite some time now but have only recently found out about this work-around since it was buried in the comments.

I tested it further. Switching to DirectX 9 will fix the bug. However, when you return to DirectX 11, the correct image will be retained but if you update the portraits again, the bug will also return. And vice versa. This leads me to think that the bug is caused or intimately connected to DirectX 11.

Thanks for this. Switching DirectX 9 before the University Graduation fix it to me, now I have a Graduation portrait. This required me to load a previous save BEFORE the event because this does not recover the blank Graduation portrait AFTER the event.
