I also encountered the same problem I tried to put Edith where she should be, saved the game, exited the game, and reopened it, and I still encountered this problem
My sims lives in old Ravenwood estate and every time I notice a random sims by the fence looking at my sims'😰
It was 1am when I commented on this bug, and it made me a little creepy.
