Thank you for your attention.

It turns out the issue was that the lot had the Off-the-Grid lot challenge enabled, which is why the clothes weren't being sent to the hamper automatically. I tested it in another household, and there the clothes were sent to the hamper as expected.

do you have self-generated power on your lot or did you put a wash tub and clothing drying hanger (whatever they are called in english) ?
