Visit the Willow Creek Archive Library: Not fulfilling with edited library

Eons ago I built a new library on the site of the Willow Creek Archive. It appears the quest to meet the envoy at the library cannot be fulfilled with a replacement library. I imagine I need to download the Archive from the gallery. Has anyone else experienced this?

As an aside, crinrict , if event tasks are going to be contingent on base game locations, it seems those lots need to be "hard wired" (I'm searching for the word but I'm just on my first cup of coffee... lol) so they cannot be replaced, or have any required lot type be eligible to complete tasks. Thanks again.
I have the issue, that I replaced the library with a restaurant. So I tried to place the library from the Gallery on any free lot and traveled there, with the hope, that it will work. Well, unfortunately it didn't.
Before I replace the restaurant and try again, I thought I try going to the library with a new save. So I made a new save and went to the library. Worked and counted for the event.
Went back to my "regular" save and now I can go on with the next tasks for the event. 😊
Edit: before you go back to your regular save, make sure, you do all the following tasks that still require the library. I thought, I can go back to my regular save right after the visiting task. But then noticed, that there are tasks following, that still require the library, lol.
