The royal envoy does not arrive at magnolia park to play chess. She does not arrive by herself and when I try to summon her she does not come. I can call her to my home lot but she will not play chess there.

I was having this problem as well. I sent different family members to the park to meet her. She would show up, but when you clicked on a chess table and selected her to play with she would leave the park. For giggles I invited her to my home and played chess with her there and it seemed to work for some reason. Hope this helps.
I tried playing chess with the Royal Envoy at my home lot as some suggested and she would paly chess, but didn't tick off the quest for me. What did work though was meeting her at another park other than Magnolia Park, that managed to tick the quest off for me. Got there in the end. 😅
Same thing with me, I can't invite her to the park, she's not in my game or worlds, I've started new save files and nothing. Hopefully EA sees the bug and extends the event.
After so many attempts to find or summon the royal envoy I decided to try a mod they recommended and used it only to skip the part of the event I was stuck on. I'm planning to try and complete the rest of the event without mods unless absolutely necessary or I'm out of options. I hope that I didn't break some unspoken rules or TOS by doing this but I have played without mods or issues like this for years and was starting to feel frustrated with the situation but I hope again that I didn't cross a line anywhere and no longer stuck with this problem.

I was playing the quest where you need to win a game of chess in the park against the lady. After hours of the playing the quest hadn't ben fulfilled but my sims needs were terrible so I left the lot to go home. Now no matter how many times I load the park lot I cannot get her to respawn to play chess with her.
I have tried, different sims, new saves, and everything else I can think of. Is this a bug or am I doing something wrong?
I'm having the same problem. I tried to use a cheat to summon her, but it said her sim id was not found.
I am now at the 3rd week and can't call Marina Corsair (Royal Envoy), I've tried some cheat codes as explained here "https://gamerant.com/the-sims-4-how-find-royal-envoy-call/", but it seems like Marina doesn't exist...
I ran into this issue yesterday. tried to call her but she was no longer in my contact list. this morning i repaired the game - idk the technical name, but its where you initially hit play game from the EA app. Once I repaired it there was a function on the phone that specifically said call envoy. it just worked
