Same here. On console so no mods or cc. I had my sim date a gallery sim from another player through cupids corner, and then had her join the household and get married. I gave her a make over on their Sulani honeymoon, and every time I went to a different lot or what have you, she would be back in her original clothes makeup and hairstyle. Eventual it would change back to my make over, but it sometimes would take several minutes. Very annoying especially trying to get the beach photos. I also like to change outfits every season, so that feels out the window with this bug.
