[LS] [GRO] Romantic Satisfaction Milestone not appearing for old sims

I've noticed that when my Sims achieve max satisfaction in their romantic relationships, none of them get the milestone for it, is that normal?? I've only had one Sim get the milestone but she wasn't part of my household when the relationship reached max satisfaction. And then when I moved her in, it was there for her but not for my main Sim. I've also noticed that Sims don't get shared milestone unless they are in the same household when it happens (i.e. in a relationship with, first Woohoo with, married to) - is that also supposed to be how it is??
