ConfigOverride: I placed the modified file in the Documents/Electronic Arts/The Sims 4/ConfigOverride folder to force the game to read it. It didn't work.
What didn't work, the game didn't correctly read the sgr file or it didn't fix the black shadow? Have you edited the sgr file directly in the game files and ignored the ConfigOverride folder? You don't need to use it and there was an issue where edited files were causing the game to not load.
Is this happening to every single sim in every single household and every single NPC or just one or a few?
Have you tried a completely clean Sims 4 folder and copied over just that one save from your screenshot?
