my sims can not order drinks at the bar. no mods or script files so not sure whats wrong

I have the same problem. It's a fresh install I've never modded the game. For me this issue seems to happen randomly, some times it happens for an entire session and others just clicking multiple times fixes the issue. 
I have the traditional social menu on currently but I've had the issue with that menu off.

When I click on the bar my menu has the following options: Make Drink, Practice Making Drinks, Tend Bar, Ask For Mixology Mentoring, and Hire Staff.
