I have done this in my game with mods enabled and disabled.
Whether it is under an arch or not, my Sims will exchange vows, but the UI in the wedding ceremony remains unchecked. They even have the moodlet from exchanging vows, but it still does not work.
I'm not sure if anyone else is experiencing this problem.

I have the new wedding pack. My Sims were engaged, and I did the whole ceremony twice. The first time I thought it was my mistake because maybe I interrupted them while exchanging vows, but the second weeding that I planned I noticed it was a glitch because it did matter how many times I made my sims exchange vows to get married before they tied the knot (so pretty much after exchange the rings) they would reset themselves and cut the action.
I tried it at the wedding venue and by themselves, with the officiator, and without it. The event ended, and they weren't married. Only when the event ended could I marry them; I couldn't otherwise.
Don't know if others are having the same issue, but even before I know there's been issues with the weddings.
After the last update, all the "Exchange Vows" interaction on wedding arches no longer work. The sims just go through the animation and at the end they freeze for few seconds and then reset. They get the "With this ring" moodlet but the game doesn't marry them, their remains as engaged. This is making it impossible to marry sims and it happens with and without mods and cc installed but if you have the MC Comand Center mod install it triggers exception as soon the sims reset.
I was trying to have two sims get married but whenever I clicked on the option to get married using the arch it did nothing. I tried multiple times but the only that happened was the sim continuing to walk a bit more or was in a slightly different pose.
The button isn't grayed out or anything, it just does nothing. I did click on the sim my sim was marrying and the option to marry right then and there did work, so it's not just marriage in general.

Seconding this. I tried on the wedding arch, with officiant, without arch, without officiant, mods-free, no dice. The couple does the animation + interaction but the game refuses to register them as married, and the Event Goal remains unfulfilled.
