My sims refuse to throw away their trash

I just downloaded the Hobbies and businesses expansion pack, never had this issue until now. Every time I try to get my sim to throw away their trash it flags the trashcan as being inside but it is outside. I’ve tried restarting the game changing different trashcans and has not changed. Please fix this issue it makes playing the pack very difficult because the lot gets dirty.
