I also have this right now. It's only really with one family. I thought it was from a mod but doing the 50/50 method and even with NO mods this family STILL does not deplete their needs. It's every save with them as well. I added them to the gallery and put them in a new save and at first they were fine and then it started again. I've repaired my game a few times and am like two seconds away from deleting everything and starting over again...
