Needs don't decay

Hello, I am experiencing a persistent, game-breaking bug in The Sims 4 where Sim needs do not decay under any circumstances. I have already performed every possible troubleshooting step, and the issue remains even on a brand new, clean installation. I need to escalate this issue for technical review.

Here is a list of the steps I have already completed that did not solve the problem:

Performed a complete, clean re-installation of the game and the EA App.
Ran the "Repair Game" function.
Performed a full "Factory Reset" of the Sims 4 user folder in Documents.
Tested on a brand new save file with a new household.
Removed all mods and CC.
Deleted the localthumbcache file.
Used the 'Modify in CAS' cheat to force a Sim refresh.

The issue affects all Sims, on all lots, in all save files, on a completely vanilla, freshly installed game. This bug is not related to my local files.

Cleaned up this thread a bit. This thread is only if your needs do not decay at all. If you have issues with thought bubbles for toilet with full bladder need, then please use either of the threads here:

I am having the exact same issue! I have no mods, have tried the same things as you :(

So I switched off to a different household for about half a day, and came back to this one and all of a sudden my sims needs are back to normal. Weird, but I'm glad it resolved.

Having the same problem. I have the bought the bathroom and hygiene perks but that's it. My sim just spent a full day in her art gallery and none of her needs have gone down at all. I tried enabling the needs decay, open/close CAS, go to a different lot, but nothing is working.

So I'm playing a legacy sim. Moved her to a new house, then decided for her to have a science baby. She did the whole, leave for the hospital and come back with a baby bit. When she came back with the baby, her needs stopped decaying. I tried exiting out of the game and restarting it, didn't work. I did a game refresh by creating a new The Sims 4 folder and moving my saves back into the new folder, didn't work. I tried moving her and the baby to a new lot, and when I did that, the social and hygeine need started to decay but nothing else. Whenever I have her take a drink to try and decay her bladder need, the green arrows show the need going up even though its already full. I've also tried modify in CAS, as well as disabling and re-enabling need decay several times. I would really like to fix this, otherwise its going to get real boring really fast. Also I'm not playing with any mods, and since I bought the game through Steam I've also tried verifying file integrity.
