After being level 10 charisma I have the option to negotiate a bonus on my phone but it does absolutely nothing.

I have the same problem. I don't use mods or cc, I've cleared my cache and repaired my game, it happens (or rather, DOESN'T happen) across all Sims in all saves. I select negotiate bonus and...nothing happens. They don't try to use the phone and it doesn't appear in their queue or anything.
