Neighborhood Stories: Babies in NPCs household with settings turned off

I just noticed that a Sims family that I haven't played for a while suddenly has a baby, even though neighborhood stories have been disabled for ages for played and unplayed families! Why is this happening anyway and why are my game settings now being ignored? I'm really tired of things like this happening with each patch update! And no, I have no mods who would allow something like this.
