Could you please provide the following information
- Are you using mods/cc in your game ? Please remove them and test without them if you do. Please pick a thread tag for that.
I took out any mods that I had and it still wouldn't work. I tried deleting the localthumbcache as well and it still won't load any new or already existing households.

If this doesn't work, please post any LastExceptions you might get. You need to either upload them to googleDrive, OneDrive, dropbox or wetransfer or copy/paste the content.
